Just little things over time that could build the fued into something much bigger. For example, next week. Book Owens vs McIntyre in a Number One Contenders match. Have Rollins cost Owen's the match (Drew finally gets a title shot). Then the following week, Owens interferes in Rollins match mid-match getting payback, etc.. and keep working off one another making it personal with backstage segments, attacks, etc. Than again, it is WWE we're discussing so the fued will probably fizzle pretty quick. WWE seem high on them, plus theyve never been beaten 2-on-2 since joining the main roster. I gave you an example of people that weren't elevated due to that. One of them even got demoted to FCW for a while. Do with the example what you want.
