This seems to be a fine moveset. I sense that you regret having to use Tajiri mist as a finisher. If one has the ability to hack, then he or she could just just put in Tajiri mist into a regular grapple. If not, I don't see the problem in wrestling with Muta as a heel to use the dirty moves. While he has been well liked and respected by fans from all over the world, he has often been a heel and has shown heel tendencies. Of course if you use him as a heel, this will affect the momentum of his aerial moves (moonsault). Speaking of moonsault, I personally like to give him the regular moonsault and the Kurt Angle version.

I know Muta has wrestled as a heel a lot in his career, but even then, he kind of showed more of a tendency to wrestle straight up than resort to low blows and eye rakes. For example, Alex Shelley and Samoa Joe are heels but I have him wrestle a clean style in my game. I don't regret having the Mist as a finisher, but I wanted to state that I have him down as clean before anyone asks why do you have it twice.
