Rick Martel was supposed to be in WWE 2K17?

Look at this page. It's a credits listing for all of the theme songs in the game.

There's a listing there for "The Model" by WWE's music producer Jim Johnston. It's definitely not Tyler Breeze's theme as that's by CFO$. Looking at the BMI Music Publishing page, "The Model" is most likely Rick Martel's theme, because Rick "The Model" Martel.

Was he cut from WWE 2K17?

remember when they added Paul Orndorf moves and taunts that one year...but he wasn't in

Ledesma confirmed that Orndorff & Piper vs. Hulk Hogan and Mr. T was to be included in the 30 years of wrestlemania, but they couldn't come to terms with Mr. T on a deal so Orndorff was scrapped and Piper became available in superstar heads since that part of his model was already completed.

He also sad that Rick Rude-Ultimate Warrior Wrestlemania V and Bossman-Mr. Perfect Wrestlemania VII were also cut due to deadlines. Mr Perfect and Rick Rude became available as DLC (explains bossman shirts in the crowd in the game).

Hulk Hogan, Sting, Ultimate Warrior, Goldberg, Arnold Schwarzenegger & Mike Tyson were all able to work out deals w/ the WWE games ppl.

It is strongly rumored that the reason he took so long to be inducted in to the HOF is because he wanted more money (each HOF inductee gets $5,000 according to a past WWE conference call with stockholders) and that he charges a large amount for his likeness.

Lol I guess when you keep your price so high for so long at some point you turn around and you're broke.

I also noticed that there are two songs listed as "Funeral March". One is credited to Jim Johnston, which of course is the Undertaker's theme. The other is credited to Parry Music, written by Frederic Chopin, and arranged by Michael Neville Hankinson. The only person I recall using that other "Funeral March" was none other than Cactus Jack from his time with WCW, so this will obviously be his theme for his "Hall of Fame" DLC version.

Also noticed that DDP's earlier WCW theme, "Glam Rock", is listed, too.
