Jesus christ this turned out to be so much more of a pain than I had been expecting. I forgot the Layer Movement Modifiers were hexadecimal for a while. But the end result is definitely worth it.

Also if you can't hack Transparency for the Hair layer, then I suggest using Hair 91 instead and making him fully bald.
