It only works fluently if you're a heel and you start your rivalries by attacking people. Otherwise regardless if heel or face, person closest to you in the title division you're in (normally one above you), if you don't start a rivalry over couple weeks, it will generate it to make them start rivalry with you, and only way, is a generic heel attack..
