Get an Nvidia card with lots of CUDA-cores, if you use Premiere - cause then it uses your GPU to render and other stuff. It can pay off to buy a high-end 700-series used, actually, as the high 700-range has loads more CUDA-cores than a mid-range 900series. You can easily get away with getting an i5, no sweat. I believe it's a Nvidia 900 series GeForce GTX 960 MSI Gaming 4GB Edition and and an i5 6th gen 660... So I guess that should work.,.
