Are low blows only in Finishers?

So I just picked up the 2009 game, and I noticed that there are some moves (Front kick to the groin, Back kick to the groin, etc) that are in the CAF section...but I don't see those same moves anywhere in the Create a moveset menus...are those moves only available as Finishing Moves for some reason?

P.S. I have seen two low blows available when the opponent is on the ground, one punch and one knee I think.
