I just browse through my moveset on 23, save and upload the clip to Youtube privately and use it to copy onto 24. It’s some work but if it needs to be done, oh well.

So like I already said, they did it the wrong way. Pat & Friends should have been in the marketing for the main game or pre order DLC, but your friend surely won't buy the game plus DLC, no matter how amazing he thinks it is.
Pretty sure Sandman and Muta were what drove him to get the game. Punk too obviously. The Pat pack was just extra for him because he’s familiar with its characters. Even then, he’s one guy. I don’t understand how they okayed this pack, but if it comes with a shit-ton of new moves in all categories, it would be right up there with the other packs to me in its value.

2K24 bug: when importing boots onto Brian Pillman from his own “manager attire”, the game crashes when I try to save.
