I do not think you can I unlocked them but you can make like a custom hardcore and million dollar belt.

Don't believe them, or the hardcore belt on SVR 2007 CAB. I know how to make the real Hardcore Belt!?!?!?!?!?!?

just use a damn gameshark or action replay to unlock the damn belts if you dont want to the hard way/cant because you dont have PSP version to get Jake the Snake
