As impactful as initial run and as skilled as he was, it wasn't all THAT special and imo did not make him clear HOF material. The only thing that really set him apart from being another big guy with a monster push (in kayfabe) was that he actually set a record with the title. If you're talking about Goldberg, then I think a lot of people undermine him and forget he was one of the biggest stars of the late 90s. Possibly the second biggest behind Steve Austin. The Mark Henry ones were bad, considering he just hit a jumping clothesline, Samoan Drop, Superman Punch and Spear in that order. I don't know how people here are in general with Lucha wrestling as it doesn't come up too often and I stay out of the CMLL threads and such. But I've only seen one match from the guy (NXT) and I'm wowed beyond belief at how much more fluid he's been than A LOT of guys that have come through.
