Have you got gimp or Photoshop, If you have Gimp then i dont think you can.

I suggest downloading Photoshop, It helped me with my GFX a hella lot and its alot better.

you can do white border. You duplicate the layer. Go to layers for that. Inside layers on the duplicated one right click and go alpha to selection. Then in one of the lists at the top it has grow click that to how big you want it

To put a white outline/glow on the text on GIMP, first write your text. Colour it whatever you want the colour to be, I use colorize as I think it is easiest=Tools>Colour Tools>Colorize. Now duplicate the layer=Layer>Duplicate Layer. Go Filters>Blur>Gassussian Blur, Do your settings how you want. The colour it.
I did a really quick one. It is white with a black outline=Here
Here is another one with a darker outline(To make it darker just keep duplicating the layer)=Here

It was good, tho you should have block outlined the text at the top to make it more seeable.
